Governança policêntrica, governança corporativa e gestão no setor eólico brasileiro

Abstract

A interação entre diversos atores de segmentos distintos tem aumentado em decorrência das transformações que estão ocorrendo no planeta, principalmente no que diz respeito à busca pelo desenvolvimento sustentável e a transição energética. Nesse contexto, a utilização de energia eólica está crescendo em todo o mundo e em especial no Brasil. Por se tratar de um recurso renovável e um bem comum, tem sido utilizada a abordagem da Governança Policêntrica para se investigar essa temática. Esse tipo de governança ocorre quando há, na estrutura, mais de um ator com autonomia para tomar decisões a respeito da utilização de determinado recurso. A existência de diversos atores na estrutura demanda maior interação entre as organizações que atuam no setor e, ainda, que elas estejam preparadas para lidar com as questões em comum. A abordagem policêntrica propõe alcançar melhores e mais ágeis respostas aos dilemas e conflitos que ocorrem no gerenciamento de bens comuns. O setor eólico brasileiro, considerado neste estudo como sendo um sistema de Governança Policêntrica, é composto tanto por atores e organizações governamentais quanto por empresas privadas e grandes corporações. Nesse cenário, percebe-se como oportunidade de pesquisa, investigar as dimensões de Governança Corporativa e Gestão praticadas no setor eólico. Assim, buscou-se atender ao objetivo geral desta pesquisa de mensurar o relacionamento da Governança Policêntrica com a Governança Corporativa e a Gestão. Para tal, foi desenvolvida a escala que validasse o modelo capaz de realizar essa mensuração. A metodologia deste trabalho é de natureza quantitativa, do tipo descritiva e como instrumento de pesquisa, foi utilizado um questionário tipo survey que foi respondido por 115 profissionais e especialistas que atuam no setor eólico brasileiro. Os dados coletados foram analisados por meio da modelagem estatística de equações estruturais por meio método de Partial Least Squares (PLS) e os resultados obtidos comprovaram a validação do modelo de pesquisa e, portanto, foi possível mensurar o relacionamento proposto. A partir dos resultados, fez-se a discussão com a teoria exposta no trabalho. Ao final do estudo, são indicadas as limitações da pesquisa e sugestões de melhorias e/ou alternativas para trabalhos futuros. O estudo inova ao contribuir para o entendimento de como a Governança Corporativa e a Gestão das empresas eólicas brasileiras impactam a Governança Policêntrica do setor, ao mesmo tempo, que acrescenta a validação de uma escala de mensuração destes três construtos.

The interaction between different actors from different segments has increased because of the transformations that are taking place on the planet, especially with regard to the search for sustainable development. In this context, the use of wind energy is growing worldwide and especially in Brazil. As it is a renewable resource and a common good, the polycentric governance approach has been used to investigate this issue. This type of governance occurs when there is, in the system, more than one actor with autonomy to make decisions regarding the use of a given resource. The existence of several actors in the structure demands greater interaction between the organizations that operate in the sector and that, furthermore, that they are prepared to deal with common pools. The polycentric approach proposes to achieve better and more agile responses to the dilemmas and conflicts that occur in the management of common assets. The Brazilian wind sector, considered in this study to be a Polycentric Governance system, is composed of both government actors and organizations, as well as private companies and large corporations. In this scenario, it is perceived as a research opportunity, to investigate the dimensions of Corporate Governance and Management practiced in the wind sector. Thus, we sought to meet the general objective of this research to measure the relationship between Polycentric Governance and Corporate Governance and Management. To this end, a scale was developed to validate the model capable of making this measurement. The methodology of this work is quantitative and descriptive, and its realization started from the theoretical investigation so that the research model could be defined and, thus, list the indicators for its investigation. As a research instrument, a survey-type questionnaire was developed, which was answered by 115 professionals and specialists working in the Brazilian wind energy industry. The collected data were analyzed by means of statistical modeling of structural equations using the Partial Least Squares (PLS) method and the results obtained proved the validation of the research model and, therefore, it was possible to measure the proposed relationship.
