Mecanismos de prevenção e combate à corrupção em bancos: um estudo sob a perspectiva de gerentes e funcionários de instituições financeiras

Abstract

Este estudo analisa as principais práticas de corrupção e os mecanismos de prevenção e combate à corrupção existentes nos bancos brasileiros. A concepção de corrupção, na literatura, remete a diversos aspectos, como sua definição, mensuração, indicadores de sua existência, histórico, características e peculiaridades de sua ação no Brasil e, mais especificamente, no sistema financeiro. Já o construto prevenção e combate à corrupção engloba os mecanismos utilizados no sistema financeiro nacional, com este intuito, e ainda os setores envolvidos, sua suficiência, pontos de melhorias e a correlação com a governança corporativa. O segmento bancário, área foco da pesquisa, foi representado por quatro dos maiores bancos com atuação nacional, sendo o público entrevistado atuante em diversos setores destas instituições, com funções distintas, como gerentes comerciais, administradores, auditores, advogados e gerentes de controle, o que permitiu à pesquisa uma grande diversidade de contribuições e posicionamentos quanto ao tema proposto. Como metodologia foram utilizadas a pesquisa exploratória e a análise de conteúdo. Como forma de agrupar os conceitos contidos nos depoimentos, foi realizada a análise temática, sendo os temas subdivididos em subtemas e núcleos de sentidos associados aos diversos pontos abordados. Os resultados obtidos abriram um amplo leque de ações corruptas, seja as realizadas contra as instituições, seja as utilizadas enquanto instrumento para realização de outros esquemas de corrupção. Foi possível levantar também, de acordo com os entrevistados, as ações de maior recorrência e impacto, as fragilidades nos sistemas de prevenção e combate, assim como os pontos de melhoria, as ações de prevenção e combate atualmente utilizadas, os setores envolvidos e, ainda, sua correlação com a governança corporativa. A grande quantidade de ações corruptas levantadas e de mecanismos de combate e prevenção à corrupção, igualmente complexos, possibilita novas análises com diferentes abordagens e perspectivas

This study examines the practices of corruption and mechanisms to prevent and combat corruption existing in Brazilian banks. The conception of corruption in the literature refers to several aspects such as , measurement, indicators of its existence, historical, characteristics and peculiarities of their action in Brazil and specifically in the financial system. The idea about prevention and the combat the corruption covers the mechanisms those are used in National financial system with this aim and with the sectors involved its sufficiency, points of improvement and the correlation with the Corporate Governance. The banking segment of the research focus area was represented by four majors National banks acting, the interviewed public acting in different sectors of bank institutions and distinct functions such as: business managers, administrators, auditors, lawyers, manager controls which allowed this search a great diversity of contributions and placements on the subject of the research .As the methodology was used the Exploratory research and analysis of content. As a way of grouping the concepts contained in the statements, the thematic analysis was performed with the subjects divided into subtopics and nuclei of meanings associated several points those were addressed. The obtained results opened a range of actions carried out against the corruption and or using them how an instrument for the realization of others forms of corruption, it was possible to raise according to the interviewed the actions of higher recurrence and impact , the weakness in the systems of preventing and combat as well a points for improvement , the actions toward prevention currently used, the sectors involved and also their correlation with Corporate Governance . The great amount of corrupt actions raised and the mechanisms of combat the corruption equally complex allow further analysis with different approaches and perspectives.
